On Tuesday, July 22, 2025, over 70 community members, community leaders, and partners gathered to break ground on Poupard Place, a 48-unit supportive housing development in Northbrook. As the village’s first affordable housing community, it will provide safe, stable homes for individuals and families where at least one member lives with a disability. The four-story building will include one-, two-, and three-bedroom apartments, modern amenities, and a family-friendly design.
The event reflected a true community effort, from the Village of Northbrook’s donation of land to unanimous support from the Planning and Economic Development Committee. Speakers included Kathryn Ciesla, Village of Northbrook President; Northbrook Trustee Heather Ross; State Representative Tracy Katz Muhl; Christine Moran of the Illinois Housing Development Authority; and retired Village Community Director Tom Poupard (for whom the development is named).
Their remarks emphasized the promise of Poupard Place: inclusion, dignity, and opportunity for all. With its thoughtful design and central location, this development represents Northbrook’s shared commitment to a more welcoming future.
Set for completion in summer 2026, Poupard Place is being developed by HODC, designed by Cordogan, Clark & Associates, and built by Skender. As construction begins, one thing is clear: this project is the result of a shared vision to build not just housing, but a stronger, more inclusive community.
